Compressor was shipped with oil in it and under pressure. Is that standard procedure?

Dip stick was pulled and oil level was checked. 2 times oil has come out small hole as indicated by pic to the side. Any ideas?

Received abrasive disks with felt type material on back side. I am used to an adhesive backing with a protective film that is pulled away before one adheres abrasive to disk on machine. We ended up putting contact glue on both abrasive and metal disk of machine. ?????
